I inserted Samsung 16G M393B2G70BH0-CH9 memory modules on X8QB6/E-F M/Bs. Why the system will not boot?

Owing to Intel product specification limitation, only E7-8800 CPU family with M/B Rev. 2.0 or later(Millbrook II Memory Buffer Controllers) can support 4Gb chip like Samsung 16G M393B2G70BH0-CH9 memory module.
