For 4028GT-TR2, if I just need to install 8x new NVIDIA model Titan X, how many of MCP-240-00096-0N (Add-on card Dummy) need to buy to get better cooling system?
Besides buying an optional Top Chassis Cover (MCP-230-41803-0N) and GPU power cable (CBL-PWEX-0665), what else of optional parts I need to buy?

Since Titan X series are GPU with active cooler, but dummy cards was designed for the GPUs with passive heatsink to get better cooling, for Titan X GPU application, no any add-on card dummy was needed.

The CBL-PWEX-0665 was used to provide K80/M60/M40 GPU power for 300W card, all you need was an optional 1U top cover (MCP-230-41803-0N) to provide sufficient space for GPU power connectors.
