Question
I bought a Superserver 7043P-8R and installed 2pcs Xeon 2.8GHz CPU. When I turn on the system, it gives no display and no beeps. I can only see the onboard LED D1~D4 turn red. Even after removing memory, I still cannot hear any beep warnings.

This can be a CPU problem. Please install one CPU in CPU socket1 and power on the system. Check if you can see display or not. Then try the same procedure in another CPU to see which CPU gives the trouble.
