Can I use your SC 846E1 / SC 846E2 chassis as JBOD without a motherboard, if yes how do I power it on?

Yes, you can use the SC 846E1/ SC 846E2 chassis as a JBOD. You will also need a JBOD power board with part number CSE - PTJBOD - CB1.
