Question
Why does SCSI BIOS report only 34GB when I have a 36GB SCSI HDD installed?

Answer
Here's how HDD vendor and SCSI BIOS calculate HDD size:

HDD vendor: 1KB=1000Bytes, 1MB=1000000Bytes

SCSI BIOS: 1KB=1024Bytes, 1MB=1048576Bytes (1024x1024)

Therfore, you will see size difference from HDD vendor's spec and SCSI BIOS's report.
