Can I assign different IRQ for each of the 64-bit slots on my Intel 860 chipset based motherboard such as P4DC6+II?

No, since there is only one P64H hub you can't assign the IRQ for each of the PCI slot that is controlled by this chip. Both of them have to share the same IRQ.
