I have a 1028GQ-TXRT system with Xeon processors running Windows OS. Will I still get NVlink? Is NVlink just between GPUs, or between GPUs and system memory?

Intel CPU does not have NVlink, so the NVlink is just between the GPUs.

Intel and Power have different architecture and topology. Power system reserves NVlink resource for CPU and GPU interconnect, so it needs to lose some NVlink resource on the GPUs side.
