Can I use a USB keyboard instead of a PS/2 on my Intel E7500 board and still be able to go into BIOS setup or run applications in DOS mode?

Absolutely, you can use a USB keyboard normally as a PS/2 keyboard since Phoenix BIOS does support USB legacy mode.
