We have 5038K-I & MB (K1SPE) OS Compatibility question, under Windows, they can't use Xeon Phi device (X200), any driver for Windows Desktop OS (Win 7/8.1/10)?

No, please refer our OS compatibility list from a product page, Yes, this MB hasn't tested Windows desktop OS before, for Xeon phi device/processor, Intel only releases driver for Windows server OS and Linux.
