What do the 2 rows of green LEDs next to the Gigabit LAN port on the P4DL6 represent?

Answer
Those green LEDs are debug LEDs. They show POST code throughout the POST process and error code when system has a problem. You can check these codes' description inside User Manual, under Appendix B AMlBIOS POST Checkpoint Codes.
