I have an H8SCM-F motherboard with AMD 4365EE CPU and Samsung 8GB 2Rx4 PC3L-10600R DDR3 1333MHz ECC. I can't see any respond when I booting up the system.

Based on the manual if you use 1.35V DIMMs, you may only use CPU with 6-core only. Please try using 1.5V memory DIMMs or 6-core AMD Opteron 4000 series CPU.
