X10DRL -I is showing Operational Firmware version for the Intel ME Configuration as: 3.1.3.36. When was this implemented and is it possible to upgrade firmware version 3.1.3.21 to 3.1.3.36?

The Intel ME firmware cannot be updated separately because it is included in the MB BIOS.

Whichever ME version you see in the latest MB BIOS is the latest ME firmware version.
