Yes, the x16 PCIe slots are backward compatible. The backward compatibility meaning not just Gen2 or Gen1 compatible, but the x16 PCIe slot is also compatible with an x1, x4, x8, or x16 adapter as well.

An x4 PCIe card hence should work in an x4, x8, or x16 PCIe slot.
