Why there is an additional cost for the OOB to keep the BIOS up to date?

OOB is an Optional. OOB is used to upgrade / Downgrade the BIOS firmware remotely without the need to be at the server physically. Customers can upgrade / Downgrade the BIOS firmware locally via a USB Bootable.
