Is it possible to install just 1 CPU onto X11DDW-L to have RSC-R1UW-2E16 to support two PCIex16 slots?

No, it needs both CPU installed for RSC-R1UW-2E16 to support two PCIex16 slots.  However, if only two PCIe x8 slots needed, then RSC-W-88 for one CPU can be used to support.
