Can I use PC1600 DDR on system that has 533MHz FSB CPU?

Absolutely not. This will create confict in system bus since 533MHz FSB CPU cannot downgrade its speed to 400MHz. If you use 400MHz CPU then you can either use PC1600 or PC2100 since PC2100 is backward compatible.
