Question
I have flashed the latest BIOS Jul/01/2013 for Ivy-Bridge CPU. Every time I do power cycle or AC cycle on my system, it takes almost 2 mins to load SCU OPROM when I turn on my system, which is not normal since this doesn't happen to reboot cycle. In every reboot cycle SCU OPROM loads only within 5-10 seconds.

This is normal SCU option ROM behavior. The SCU OROM will bring online all the drives and look for metadata.  So depending on how long it takes to bring them online, and scan the drive for meta-data (which is usually at the end of the drive), the larger the drive, the longer it can take to process them.  The SCU OROM assumes that the drive has metadata on it and searches for it, so it doesn't matter if the drive is a pass-through or in a RAID volume, the search will happen.
