What determine's the motherboards bus speed?

The motherboard's bus speed can be changed by either jumper or CPU's FSB speed itself. For some boards with 533MHz, the board's bus speed can run at 400 or 533MHz depending on the jumper setting. With a 400MHz CPU, you can only run it at 400MHz FSB and not 533MHz FSB.
