On the 5018R-WR does it come with 2 fans that blow over additional PCIe card. Or do I need to add part # FAN-0086L4 x 2?

The SYS-5018R-WR already comes with four FAN-0086L4 by default, one them is aligned with the PCI-E expansion slots area while the other three are aligned directly with the middle section of the motherboard. Generally, this is enough to cool the server, but if you need more cooling you can purchase up to an additional two FAN-0086L4 fans.
