We have a plan to use 2x Xeon Processor E5-2680 v4 (35M Cache, 2.40 GHz) on SYS-7048A-T. Do we need optional fans (FAN-0074L4) or not?

If you are not using E5-2687w (160 W TDP), then you don’t have to use FAN-0074L4. E5-2680 v4 is 120W TDP.
