Why does only the bottom PCI slot on CSE-RR2U-50 work when I install this riser card in P4DL6 board in a 2U chassis (SE822R-400RC)?

The P4DL6 doesn't support a 2U riser card. It only supports 4U and pedestal chassis risers. Our P4DLR does support our active and passive riser card in a 2U chassis, however.
