I was able to use PCI express extender ribbon cables for GPU cards without issues on X9SCM-F but
I could not get them working for PCIe 3.0 on X9SRL-L. Is this a BIOS limitation?

Answer
No, it's not a BIOS limitation. Supermicro does not support usage of any PCI express
ribbon cables for GPU cards or such because they increase the trace length and degrade
PCIe signal integrity. Even if you get them working, they're not officially supported by
Supermicro.
