For the Supermicro X8DAL-3, can I have 1 CPU and populate all 6 DIMMS with RDIMM memory? OR do I have to have 2 CPU to have full populated memory?

You need to install both CPUs in order for your motherboard to support 6 DIMMs, each CPU controls 3 DIMM slots.
