I referred to SAS - MegaRaid® SAS Software User Guide and was trying to blink the hard drive tray on SYS-2027TR-H71RF+ with megacli command PDLocate. According to the software guide, PDLocate will activate the drive activity LED. Does that mean it will blink the blue LED?

No, the chipset on the backplane will blink the RED status LED if you run the PDLocate command.
