When loaded windows 8 32bit on X9SRI-F, I found that memory sensing has only 1.96GB. But I can have all 4G if using 64 bit OS. I understand for 32 bit OS there will some memory lost but 1/2 is way too much, HP and Dell product shows like 3G usable memory.

You can have more usable memory by changing below option in bios.
Advanced/Chipset Configuration/Northbridge/Integrated IO Configuration/MMCFG Base. When setting in 0x80000000, the memory size will be under 2GB. And setting in 0xC0000000, the memory size will be under 3GB. But when you setting in 0xC0000000, the system may not be able to boot up successfully. It will depend on add on device.
