When I install a FCPGA2 1.13GHz w/ 512K cache CPU in my 370DDE motherboard, all three RED LEDs next to the PCI slots light up. What do they mean? Is my motherboard bad?

The RED LEDs mean that the board doesn't recognize the CPU. The 370DDE is designed to support the Coppermine CPU only, which has the 1.65 Vcore and above. The CPU that you are using is a Tualatin CPU, which has a Vcore of 1.45.
