I have purchased the CSE-812i-400C chassis, but the IDE backplane is missing.

The CSE-812i-400C chassis doesn't support hot-swappable IDE and IDE backplane isn't included with this chassis. The SC811T-250/350 does support hot-swappable SATA drives.
