My Intel E7500 chipset board has auto PCI bus speed select inside the BIOS. Do I still need to adjust the onboard jumpers?

No, you don't have to adjust the onboard jumpers. If the setting is "Auto" BIOS will auto detect the speed of the PCI card you have and automatically adjust for you.
