Why system cannot boot when I use BPN-SAS-827HD backplane with BPN-ADP-E16-L? Connection pins match correctly.

BPN-ADP-E16-L is not compatible with BPN-SAS-827HD backplane. BPN-ADP-E16-L only works with BPN-SAS-217HD backplane.
