Are all PCI-X slots able to run at 133MHz regardless of the speed of PCI cards?

The maximum speed for PCI-X slots is 133MHz, but not all slots can be run at this speed. Some are 66MHz, 100MHz, or 133Mhz. The true speed of PCI-X slot is determined by the lowest speed of either the PCI-X slot or the card that is in it.
