The client has 6028R-E1CR16T since I do not own an APC UPS to run Self-Test, can we turn on this Fail Power LED on Power Supplies, in order to simulate this issue in-house, and to clear LED?

You may try toggle the on-off switch real fast such as on the power strip to create short power interrupt.
