I have fully populated my X8DTU motherboard with DDR3-1333 memory modules and I see the memory speed drop to 1066 Mhz. Is this normal?

Yes this is normal. The memory controller has a limitation of memory speed when all the memory slots are populated. Please refer to the enclosed table.
