LAN 1 on my X7SPA-HF motherboard is connected to a switch on my LAN and serves as my LAN interface. However, LAN 2 is connected directly to my cablemodem and functions as my WAN interface. LAN 2 is being issued a static IP address over the WAN from my ISP. LAN 1 is giving out dynamic IP addresses within my home network.

I am able to access the IPMI interface from any machine on my LAN. I forward the necessary ports on my firewall and attempt to access IPMI over internet, but I am unable to get to the IPMI web login screen.

You shouldn't be able to ping IPMI on LAN2. IPMI is shared with LAN1. Switch your cable modem to connect to LAN1 instead of LAN2.
