Is there a minimum non-recoverable RPM for CPU/ Chassis Fans and if yes, what is the minimum RPM?

Answer
Yes, but we changed the fan failure minimum speed threshold from 700 RPM (pre X9 DP) to 300 RPM for our X9 DP boards.
