I have SYS-F617R3-FT with an E5-1600 CPU and I am using 32GB memory MEM-DR332L-SL04-LR16 which is in the tested memory list. Upon booting the system I hear one beep that nothing happens after that. Is something wrong with my motherboard.

No, in order for the system to support MEM-DR332L-SL04-LR16 memory, you will need to use the an E5-2600 CPU which supports LRDIMM memory as this one.
