When I use a PCI-e x16 VGA card on X8DTH-iF, thre screen refresh rate is slow and there are strips at boot up and in BIOS, Doesn't matter which slot I use.

All the PCI-e slots only carry x8 signal although they are physically in x16 length. This is a common behavior when link speed negotiation recognize difference. Before the OS is loaded, the graphics card may behave in various bizarre fashions due to the lack of driver support. However, it should work just fine in OS when driver is loaded.
