Can i access all the PCI-e slots on X9DRH-7TF mother board with only one CPU installed?

On X9DRH-7TF mother board, PCI-e slots 1 thru 3 are for CPU1 and slots 4 thru 7 are for CPU2. In order to access all PCI-e slots, you need to install both CPU1 and CPU2.
