With the AOC-USAS-L8i in RAID mode(SR or IR), is it possible to create two different RAID volumes using two physical hard drives.

No, on the AOC-USAS-L8i the RAID volume size is set to the size of the physical size of the hard drive and this cannot be modified because of the LSI 1068E chip limitation.
