Are there any thermal concerns with using the passive heat sink SNK-P0038P with motherboard X8DTi and chassis CSE-743T-665B? Or would it be better to use an active heat sink?

It depends on the CPU power consumption. If you are going to use TDP 130W processors, then it is recommended to use SNK-P0040AP4 without a system air shroud. If you are going to use TDP 95W or below processors, then it is recommended to use SNK-P0038P with a system air shroud.
