Can I use the 6-pin power connector on the 748S/748TQ series chassis as supplemental power for a PCI-Express video card or other PCI-e device?

No. The 6-pin connector from that power distributor backplane, PDB-PT748-8824, is not intended for a PCIe card or GPU. It is of the opposite polarity and may damage your add-on device.
