Can you help me to choose what riser card that would be a fit for
CSE-813MTQ-350CB chassis and C7Q67 mobo if I need one PCIe x4 slot?

No. this configuration cannot work due to system I/O shield difference and thermal concern, also C7Q67 is desktop M/B not for 1U solution.
