We have had chassis 847E16-R1K28LPB running with the front backplane without issues. We just tried to add drives to the rear backplane, but they are not showing up. Any idea what could be wrong?

By default there is no connection from the front expander backplane to the rear. Please check that you have the cable, or order a CBL-0281L to connect front and rear backplanes.
