Regarding desktop MB C7Q67(BIOS 2.0a), the video card can be identified in PCIex4 slot but it failed in PCIex16 slot.

Try to enable the following BIOS option.

Advanced -> chipset configuration -> system agent configuration
detect non-compliance device: enable
