is this the max and nominal fan RPM speed ?

FAN-0101L4 is a counter-rotating fan meaning it has 2 fans, 1 front fan and 1 back fan which rotates in the opposite direction
This is why the fan has 2 max RPM speeds
The front fan max RPM is 14.400RPM and back fan max RPM is 10.700 RPM
