I have a CSE-846E16-R1200B used only as a Storage case. I have put in a CSE-PTJBOD-CB1 power control board. I am wondering what your best practical advice for connecting the fans is. There are 5 fans and only 2 fan connectors on the power control board. Should I use Y-Cables or attach the other fans directly to the power supply with suitable adapters? Is it even necessary that all 5 fans are working as the heat produced is a lot lower than if a mainboard would be used?!

The fans are connected to the backplane in the chassis, no need to use the fan connections on the CSE-PTJBOD-CB1.
