Why won't my PCI-E card work in the top slot of the RSC-R1UU-2E8 riser card with the H8DGU-F motherboard?

Answer
To address this issue, enter the BIOS configuration during system powerup and select Advanced menu, followed by the PCI/PnP Configuration. Within the configuration screen, select the SXB1 Configuration and set it to [2x8]. Save the BIOS setting and then reboot your system.
