My customer wants to set up a file server, mainly used for file sharing. He needs a chassis to form a large storage device. So I suggest him to consider
CSE-847E16-RJBOD1 or CSE-847E26-RJBOD1
As I'm not familiar with hardware spec. of this kind of file server, would you pls suggest me
1) which models of motherboard can be used?
2) what is the RAM size for it?
3) which models of CPU can consider?
4) any HBA is need?

This kind of JBOD solution is not a server, just bunch of HDDs. JBOD can not be used alone, it need to be attached to another server.

JBOD just a chassis which could load bunch of HDDs, no MB, no CPU, no Memories inside the JBOD.

For example, you need a server with 100TB capacity of storage, but normal server can contain at most 6 HDDs, which is 12TBs(2 TB/HDD).

How about the remaining 88TB?? Now you need a JBOD to put all other 44 HDDs inside.
