I had chassis CSE-826E16-R1200LPB and I bought CSE-PTJBOD-CB2 (power controller board for JBOD) , the chassis gets 3 fans but the power control board has only 2 fan header. What should I do?

Since you try to use the chassis for JBOD and no motherboard is used, two fans are OK.
