Please check to see if any of your power supplies have failed. If you have both power supplies (each side) plugged into the chassis but only one of them is not plugged into the AC, it is considered a power failure and your CPU speed will be throttled to lowest clock in BIOS and OS. To resolve the issue, either remove the second power supply that is not plugged into AC or plug in AC to the second power supply, and the CPU speed should come back up to normal.
