With the SC512F-600LB Chassis certain 100% that is supporting two 3.5" hard drives. Will the SC512F-520LB chassis support 2 x 3.5" hard drives too?

No, there are three fans in the middle of front SC512F-520LB chassis which it can only fit one 3.5” hard drive.
